What is the primary business mission? Department goals? Communication
and understanding of mission and goals?

capability and experience is required to achieve the mission and goals
in each department? What is in place today? What should be
done?

Empowerment Do managers,
supervisors, workers have the authority to achieve the mission and goals?
What is required to bring them to the point where that authority can be
delegated?

Reporting How many
layers are there between the general manager and the shop floor?
How many one-on-one reporting relationships exist. These are symptom,
not the disease.
