• Mission and Goals    What is the primary business mission?  Department goals?  Communication and understanding of mission and goals?

• Capabilities    What capability and experience is required to achieve the mission and goals in each department?  What is in place today?  What should be done?

• Empowerment    Do managers, supervisors, workers have the authority to achieve the mission and goals?  What is required to bring them to the point where that authority can be delegated?

• Reporting    How many layers are there between the general manager and the shop floor?  How many one-on-one reporting relationships exist.  These are symptom, not the disease.
