group to reach are middle managers and supervisors. They will model
the values they see in top management.

Quality means
exact conformance to job or product spec. If it meets job spec and
your written requirements, it is perfect. It is without defect.

Objective
of a quality program is zero defects. This is a measurable and achievable
goal. It is subject to plant engineering and programs of training
and involvement. That is the voice of experience speaking.

Prevention
is the method of achieving achieving zero defects. You can't inspect
quality into the product.

Reporting is
necessary to set goals and achieve results.

Continuous improvement
is the philosophy. History is the benchmark. Progress is the
result of a thousand tiny steps. Through time, the difference is
dramatic.

Renewal
Many plants initiated a TQM system but now it has fallen by the wayside,
or those involved are just going through the motions. Ongoing training
and a total refreshment are needed. Perhaps this is the time for
